Phoebe is a human spy, on assignment from the Great City, to report on evidence that monsterfolk are planning to attack the Great City or any other Human town. While on assignment, she is pretending to be Monsterfolk and will often make "monster noises" at the player, to play her part in her role. Most folk in Withergate don't pay her much attention.
Phoebe has long blonde hair, green eyes and wears a black witch hat.
Once specific relationship levels are reached, Phoebe will send mail to the player which can be collected from the farm's mailbox.

What are the odds that two outsiders like us would end up meeting in Withergate? Sometimes it's hard to keep my head screwed on straight with this job of mine, but seeing you every now and again really helps me keep myself grounded. Living around the Monsterfolk isn't easy, as I'm sure you know. I was doing undercover work in one of their night clubs... their insidious music and lights - I almost started tapping along to the beats! You have to watch yourself out here. It's good to know you've got my back.

Hold on, aren't you the newcomer from Sun Haven? Finally, someone I can trust. My name is Phoebe. I'm undercover here - nobody knows I'm Human so don't give me away!

Trivia
Pheobe was one of the original romanceable NPCs from the kickstarter, however she was eventually replaced with Kitty.
Pheobe talks about "tracking an amari with military experience", she is likely talking about Donovan. When she mentions he "disappeared right off the street", its more likely he just went into the sewers into his home.
