The Withergate Apartment building is unlocked after completing the main story quest Journey to Withergate. When traveling from Sun Haven farm through the sewer the player has the option to "Journey to Apartments". Once arriving to the apartments, the player can take the elevator to one of four levels: Sewer, Lobby, Apartment Hall or Rooftop Farm.

Resident Xyla is in the Apartment Hall through the door to the right of the player. You can enter Xyla's House with a relationship of 5 hearts in between the hours of 8AM - 10PM.
