Otis is a visiting NPC that sells various items during the Darkness Essence main quest. During that quest, is the only time the player has access to this NPC and his inventory - so if there is something the player wants to buy, they should make sure they buy it during that quest.

Schedule
Otis currently has only one schedule that they follow, regardless if it is sunny or rainy. Otis will only appear if the Darkness quest is active.
