Thankful Neighbors is a passive skill that rewards 
when gifting a Romanceable character. The tooltip may be confusing - the rewarded amount of tokens always increases based on how much they like the token, but the skill level is the "maximum" amount that can be rewarded. At level 1, you will only ever get 1 or 0 tokens. The maximum amount of tokens possible per day is 54, with 18 romanceable characters.
