Bernard's Banners is a quest that becomes available after reaching Level 3 in Farming. Bernard has a chance to give the player this quest, indicated by a 
quest icon above his head. Bernard can usually be found in Town Hall. Bernard wants to repair the worn out banners around town and needs a piece of fabric.
At certain times in the game, characters will have a quest icon above their heads. These quests are one-time quests given by that NPC. Generally these quests do not have time-limits, so the player is able to complete them at their leisure.
