For the Moon!
The quest For the Moon! is a quest that has the chance to be available at the Nel'Vari bulletin board anytime after a player has unlocked the Nel'Vari region. Lucius totally doesn't need a glass jar from Sylvius. If he did, though, the player could pick up the order of a glass jar from Sylvius and bring it Lucius.
The Nel'Vari bulletin board is located on the bridge between the General Store and the Crossbow Store. Every day the bulletin board will have random tasks that the player can accept and complete in exchange for currency and experience. When a new quest is available, the bulletin board will have a red exclamation point floating above it.

- Accept quest on bulletin board.
- Purchase Glass Jar from Elven Merchants (Sylvius).
- Turn in to Lucius.
Bulletin Board Description
It's not that I'm constructing a shrine to the moon or anything like that, but if I were then I would need a glass jar from Sylvius. You know, to keep the fireflies in? Well, it's not like I have an order for a glass jar from Sylvius or anything, but if I did, someone could pick them up for me. Not that I do, of course.

Upon turning in this question, the NPC will say:
:"Oh, a glass jar. I don't know why you think I need these, they're not for a shrine to the moon. Again, I am unsure why you have brought these jars to me, however I am willing to pay you for them so I might, er, not use them. Thanks."History
